four times more on election campaigns than new candidates.
- Choice. Americans are limited in their choices for Congressional
leaders. Limiting terms would allow more candidates to run for office, offering
more choices to voters.
- Corruption. There’s no question that long-term legislators
build strong relationships with deep-pocketed lobbyists who have no ties to constituents.
- Turnover. Turnover in Congress averages only 15.2%, with the majority
of exiting Representatives and Senators departing because of retirement or death—not
failed elections.
What Can I Do?
Amending the Constitution is the only way to limit Congressional terms, and
there are only two ways to do that.
- House and Senates propose amendment. This is unlikely, since most
Congressional leaders are against term limits for obvious personal reasons.

- State proposes amendment. If 2/3 of state legislators call for a
Constitutional Convention, it MUST be granted. After that, ¾ of legislators
must ratify the amendment for it to pass.
