Amending the Constitution is the only way to limit Congressional terms, and there are only two ways to do that.

  • House and Senates propose amendment. This is unlikely, since most Congressional leaders are against term limits for obvious personal reasons.

  • State proposes amendment. If 2/3 of state legislators call for a Constitutional Convention, it MUST be granted. After that, ¾ of legislators must ratify the amendment for it to pass.
